They have no idea how to make money in-game, or they know, but are too lazy to grind/glitch. Most of the shark card buyers don't visit places like GTA Forums, reddit, or that sinful site with the glitches. Something would probably change, but here is the real problem: how do you get everyone to suddenly stop buying shark cards?
